Planning commission won’t be gatekeeper, says Manuel

THE National Planning Commission will not be “the gatekeeper of policy”, nor will it take over setting budgets, Minister Trevor Manuel told Parliament today.

Manuel, who is reported to be at the centre of a bitter fight between Cabinet members and trade unions over control of the country’s economy, said his ministry’s task was to create “a coherent vision” on the outcomes of policies.

“We think that we shouldn’t be the gatekeepers on policy,” Manuel to the ad hoc committee on the green paper on national strategic planning.

“We shouldn’t intersect between departments and Parliament for instance.” Manuel said a single budgeting process was needed and this was not something his ministry wished to become involved with.

“You need a single budgeting process that probably is best located still within the National Treasury headed by the minister of finance. It is not something we desire to get involved with.” Manuel said national departments were “better able” to do micro and sector planning, while municipalities would still draw up special development plans.

“It is about a coherent vision, about the outcomes of which policies will be detailed and programmes implemented,” Manuel said.

The development of macro-economic policy is the responsibility of the Treasury, headed by Finance Minister Pravin Gordhan.

President Jacob Zuma however is under pressure from the Congress of SA Trade Unions to hand this power to Economic Policy Minister Ebrahim Patel. Cosatu has blamed Manuel for leading what it claimed was Patel’s marginalisation and wanted his conservative policies to be curbed.

Manuel said his ministry was driven by the desire to improving on quality of life of South Africans.

“We don’t have the capability or the intent to get into nitty gritty, but at a national level we must be able to see where there is a failure to sequence decisions properly within departments or spheres of government where you have unco-ordinated or contrarian approaches.”

COSATU wins! And all of a sudden we have policies without any form of accountability attached, long live the banana republic!

There's a reason a certain Mr Patel has remained silent throughout this furore - Is it that he's smart enough to COSATU's aims for what they are?? Blinding opposition to Manuel's Neo-liberal policies rather than any support for Patel's policy/ideology, or dare I say it, competence or lack thereof!! Here we go, all COSATU want is leaders to bend to their socialist agenda & ideology, rather than the best-qualified man/woman for the job! Mboweni, wouldn't and look at where it got him! COSATU need to sit up and realise that the reason SA have largely been "protected" from the worst of the Credit-crunch, is due to his Monetary policies of the past 9 years! Why don't COSATU go the whole hog, and insist on a Zuma Cabinet of COSATU puppets, or better yet, stop lurking in the shadows of the ANC, and contest elections as a stand-alone party...? Hold on, the problem there might be having to be accountable for anything..... Why not focus instead on trying to get their alliance partners in Govt accountable for excessive spending...?

Don't worry, my friends. The nationalist thinkers always forget they're in a heterogeneous society, with vast geographic differences, 11 languages, and huge ill-will towards any ethnicity taking charge. That's healthy. But Trevor needs to be a bit more of a UDF man than the ANC sell-out we're forced to endure .. come on Trev !! Break out of your party blah blah and get back to the Freedom Charter. And now COSATU et al start targetting the lower middle class for more tax and higher Eskom fees, chronically chaos driven education planning, unhealthy health department .. all from the centre ? Get ready to boogie on down to the struggle shop to purchase new riot gear my friends.

Interesting read Geanann, only confirms what has long been suspected..! In truth though, it is near impossible to compete with the Chinese on costs - Their labour is employed at below any sort of min. wage, and their currency is pegged at an unrealistic level! The other side though is the real need for the inflation-busting wage increases. Inflation in SA Oover the last 5 years has avergaed 6%, possibly even higher. The real challenge in SA is to find leaders willing to confront the fact that SA competitiveness is, and always has been based on a weak currency, not productivity! Until the necessary productivity gains are made by improving the level of skills in our economy, we'll continually be competing on the basis of a weak currency! On this issue the current Govt are failing the people of the country, but then so too are COSATU by not highlighting the shortcomings of our current economic model
